This is a deadstock Japanese garment, new and off the shelf, just older. We're unsure but this might be from the 1980s-90s;

This is called a hanjuban, the top part of an underkimono, running about 25 1/4 inche(64cm) in length; sleeves are about 19 1/4 "(49cm) long;Size is a lady's Japanese L; we suggest using the measurements to determine size for wearer; For most Japanese women this would come to around mid-thigh area.

The main body of the garment is a good quality 100% Japanese cotton, with the collar & part of sleeves in polyester. The colors are a very light pastel pink background with a motif of small cherry blossoms.
